Maybe you can made reinforcements hexes be excluded of stack limitations... or made units in a reinforcement hex have 0 stack value but this only work fine in hexes in map borders, if you want made appear reinforcements in other map areas is a problem. no problem with the stacking we got new press ...

the turn one units are not on map when scenario starts they will come in the scenario at start of turn 1. that sounds a bit like they are on map at start. now the difference to that is you can have lets say 10 squads coming in on one empty hex. but only 3 would be set up because of stacking limits.(...
